Well good evening. Welcome everyone to our march eighteenth, twenty twenty six Planning Commission meeting. Uh we have tonight uh Commission business which includes a decision only on active Fairfax transportation uh plan uh plan proposed amendment to the comprehensive plan and we have then uh four public hearings. So Moving on to Commission business. Commissioner Sargent, you ready for uh decision only? Yes, sir. Okay, please proceed. All right, Mr. Chairman. Just to begin, I'd like to thank all of the county staff members uh who have worked to make the active Fairfax Transportation Plan Study a living document that will help serve the county's transportation planning needs for years to come. In particular, my thanks to Graham Owen, Michael Linsky, Laura Ghosh uh and Michael Garcia.
They have been the go to team. Uh that especially when it came to addressing environmental issues, including stream glassings and other concerns. Uh just exc excuse me a second. Go ahead. Okay. Uh just getting back, I'd like to thank all the county staff members who've worked to make ac the active Fairfax Transportation Plan study a living document. It'll help serve a county's transportation and planning needs for years to come. In particular, my thanks to Graham Owen, Michaelinsky, Laura Ghosh, and Michael Garcia.
They have been the go-to team, especially when it came to addressing environmental issues including stream crossings and other concerns. In addition, they have shown us how county departments can collaborate to address community concerns when planning for our county's future. I'd also like to thank the community leaders who shared their concerns and comments during the march eleventh public hearing. And your input was very, very much appreciated. At this point I would like to ask staff if they could review what has occurred between our last public hearing uh and with the input they received. to provide us with an update on on what's been uh planned and considered. If you'd introduce yourself, please.
Yeah, I'm Laura Ghosh. I am the active transportation section chief for Fairfax County DOT. Okay.
How is the Active Fairfax Transportation Plan update presented and discussed?
So I Last week We had uh seven speakers who came and presented I their concerns and um Thoughts on the plan. In general, there was widespread spread support for the uh vision and goals of the plan. to provide a safer facilities for active transportation and greater connectivity. However, there were some concerns with trails through open space. And in particular Um the people who came to speak Really wanted what we're now referring to as a a two stage environmental process. Stage one would be a preliminary environmental discovery phase to identify um potentially globally rare habitats. and uh other cultural or historical resources that may impact the feasibility of a project. And stage two would be Um the environmental cultural and historical re resource review.
And so we worked to incorporate those changes. into uh the plan in four different areas in general. So on The map itself. That's part of appendix three of the transportation element of the policy plan. There is a double asterisk note that pertains to to open space trails and stream valley trails, and that note is revised to read Locations are conceptual, location alignment studies may be required to that incorporate preliminary environmental discovery, including cultural and historical resources. to determine feasibility, alignment, facility type, width and surface type. Additional environmental and cultural resource review should occur prior to finalizing design. So that's on the map itself. And then in the text of appendix three.
There are a couple of changes. So In the Um Kind of introductory paragraphs, the second paragraph. There's a sentence that says the plan should be responsive to current and future community needs, balancing effectiveness and cost efficiency while accommodating community preferences.
