Good evening, and welcome everyone to our March 4th, 2026 Planning Commission meeting. Observers of the Planning Commission may notice the absence of our colleague, Commissioner Hancock, over the past couple weeks. He's having to be out of town in support of his family. Our thoughts and best wishes go out to him and his family. Our agenda this evening consists of approving minutes under the commission business, and we will then conduct a workshop to explore the county departments and school systems five-year FY2027 to 2031 Advertised Capital Improvement Program, also known as the CIP. We will then conduct a public hearing for the public to testify on this year's proposed CIP. As Commissioner Sargent will note, no decisions will be made tonight.

The CIP Committee will convene Thursday, March 26th, to consider insights from tonight's workshop and public hearing and identify possible changes to recommend to the Board of Supervisors. Turn it over to Commissioner Sargent. The gavel's yours. Thank you, Mr. Chairman. Let me begin with introductions. I serve as this year's chair of the Planning Commission's CIP Committee. Commissioner Alyssa Batchelor-Causey is our committee vice chair. The other members of the CIP Committee include Commissioners Mary Cortina, Phil Najelski-Eichner, Evelyn Spain, and Alice Wang.

All planning commissioners are included in this evening's public hearing. As it's described on the Fairfax County website, the Capital Improvement Program is the county's five-year roadmap for planning, funding, and maintaining current and future capital infrastructure needs. It serves as a tool to identify necessary projects and coordinate their financing and timelines. In the CIP process, there is a focus on capital construction. In addition, it is about the maintenance of existing facilities while planning for the funding construction and maintenance of future facilities. This evening, we have ten scheduled presentations, each followed by time for questions. We also will plan to take a break approximately halfway through the public hearing process.

There will be no votes by the Planning Commission's committee this evening. That will occur during the Planning Commission's CIP markup meeting on April 8th. At the end of tonight's public hearing, I will make a motion to defer our recommendations to the April 8th Planning Commission meeting. Something else we're not going to do this evening is say our final goodbyes to Martha Reed with Department of Management and Budget. Martha has been our coordinator, our guide, and our friend through the CIP process for many years, and she will be retiring later this year. We will say our farewells to Martha for the Planning Commission's April 8th CIP markup meeting. I will now hand over the imaginary gavel to Commissioner Nijewski-Eichner so that he can conduct this evening's public hearing.

I'll turn it back to you, but let me just take this opportunity to build on Commissioner Sargent's points with the fact that we've got 10 presentations from the nine county agencies in our school system, so it's important for us all to be sensitive to the time with our questions and the answers. We will have the opportunity to explore issues in committee as well as through written inquiries.
