Well good evening. Had to have a gavel. There's no power without a gavel. Well, uh good evening and welcome everyone to our May twentieth, twenty twenty six Planning Commission meeting. We open with uh Commission business, uh which is uh m minor, modest, and then convene uh p five public hearings. Uh so just moving into commission business. Um there's uh no commission meeting this week. Uh I'm particularly Commissioners, just so you're uh aware that in our next meeting uh is the week after next on June third. Any other commission business? Hearing and seeing no other commission business, I close it and I ask uh Secretary Hancock to set the order of tonight's agenda.
Thank you, Mr. Chairman. We have four public hearings this evening. The first in the Springfield District, Armstrong Local A and F District, ARF twenty twenty five dash sp zero zero zero zero five. Our second also in the Springfield District, Willow Springs Elementary School, 2232-2025-SP-00008. Our third in the Mount Vernon District, Trash Away Incorporated, is PCA eighty-l-070-03, also RZPA-2025-MV dash zero zero zero eight nine. nine and then finally in the Sully district, Centerville study. Uh PA twenty twenty two dash Roman numeral three dash B R one also PA twenty twenty two dash zero zero zero zero eight.
Thank you. Uh we'll now uh go into our public hearings. Uh before we do so, let me start off welcoming all those attending uh here in the auditorium, watching on TV or subsequently on video. We invite and encourage the public to speak to the Commission. We have just a few ground rules to ensure that everybody is treated equally and the Commission hears from all who wish to be heard. Individuals uh wishing to attest uh provide testimony to the Commission have a number of options. They can testify here in person or they can provide testimony by phone or YouTube video. At the designated point in the public hearing I will call for speakers from our speakers list and they will either come forward or their video will be shown or they will be connected by telephone.
There will then be an opportunity for anyone else who would like to speak to the application to come down to the podium or to call in on a number that will be provided on the screen. Speakers testifying via video must sign up and submit their video no later than nine AM on the day prior to the hearing. Uh that would have been yesterday morning for tonight's hearing. For all in person or telephone testimony, you are given four minutes to speak as an individual. If you are the spokesperson for a group, you are given seven minutes. All persons testifying by video will be given three minutes to speak. Should you decide during the public hearing that you wish to be heard and did not previously sign up to do so, you will be given three minutes to speak.
Finally, members of the public who wish to submit written testimony May do so electronically at any time prior to the closing of the public hearing. However, to ensure that timely distribution to the commissioners by the start of the public hearing, written testimony in digital form should be submitted no later than one PM on the day of the public hearing. And so with that, uh uh the first public hearing this evening uh is in Springfield District. This is the Armstrong local ANF district, AFR dash twenty twenty five dash spero zero zero zero five. This is uh Commissioner Thomas is our lead commissioner on this. Um there is no affidavits, so I'll kinda turn to uh staff. Ms Mr Graff. Yeah. Very good. Welcome.

Yes. Uh thank you Mr. Chairman. Uh my name is Natalie DeGraf. I am joined by Stalin Bush from the Department of Planning and Development. I am presenting a renewal application for the Armstrong Farms Local Agricultural and Forestal District. This application requests the renewal of the Armstrong Local Agricultural and Provostal District for an eight year term. The forty acre property is located on Henderson Road in the Springfield district. The property is zoned residential conservation and watershed overlay district.
