Well, good evening. I hope everyone is doing well. It's on the verge of winter, and I think we've had a great fall. And I'm ready for a little snow, just one snow. And it's got to be on a Monday so that we can have an extended weekend. That kind of thing. All right. Welcome to our November 12th Planning Commission meeting. Our agenda this evening consists of commission business, which includes predominantly consideration of a comprehensive plan amendment to update the countywide policy plan. And then we have six public hearings. So we have a busy evening. We will begin our deliberation on the comprehensive plan amendment to update the countywide policy plan. As background, the comp plan is designed to guide decision making around land use, development, and preservation of natural and cultural resources, with the primary focus of helping shape the future of the community and ensuring a high quality of life for our residents.
The policy plan of the comp plan provides the policy framework within which land use planning and development is conducted. The Board of Supervisors authorized the policy plan update on December 6, 2022, nearly three years ago, with the direction to review, update, and streamline existing policies, add new policy plan elements as needed, and ensure that the policy plan aligns with the countywide strategic plan, the One Fairfax policy, and other recently adopted plans and initiatives. In response, the Department of Planning and Development assigned a professional staff member as project manager and lead analyst and organized a multi-year project called Plan Forward into two phases. The Planning Commission in turn established a Policy Plan Committee, of which all of us are members, and we assigned liaisons to regularly engage with staff leads and other boards, authorities, and commissions.
We met at least once a month with staff on substantive policy matters needing to be addressed. The county's Department of Planning and Development utilized the inclusive community engagement framework for its extensive community outreach and engaged the public and other county departments, boards, and authorities in 2024 and 2025 to provide the underlying inputs to the draft materials for the policy plan update. As a two-phased project, we are completing phase one, which has focused on updates to the preface and introduction, which we now call the overview, and five elements on land use, transportation, environment, parks and recreation, equity, and human services, which we've combined with health as a single element.
We anticipate that phase two will be undertaken in 2026 to address economic development, revitalization, the Chesapeake Bay supplement heritage resources, and parks and recreation elements. After 18 months to two years of effort and engagement with the community, the Commission convened a public hearing on October 15th on the topic of updating the policy plan of the Comprehensive Plan. Following the public hearing, the Commission deferred action until tonight, with the record remaining open for written testimony, which we received plenty of and benefited from. The deferral period also allowed the Commission to convene a public and televised policy committee workshop on October 30th. Leaders from the Environmental Quality Advisory Council, Transportation Advisory Commission, and the Tree Commission were invited to join the workshop.
The workshop allowed us to receive updates from staff on potential edits they recommend to the draft, and we also took the opportunity to discuss issues or matters we might want to address in the policy plan itself. So tonight we're completing the first phase of our efforts with a decision on whether to recommend a phase one draft policy plan to the Board of Supervisors for approval. With that background, I'm ready to move for, put forward a motion, and we'll turn the gavel over to our Vice Chair to manage a discussion, follow on action. And Madam Chair, if I could, I'd like to speak to my motion, assuming I have a second.
