So this is the start of the policies and procedures committee. Uh I we have November thirtieth uh minutes, so I'd like a motion for to approve those. Okay. Is there a second? Okay. Good. All those in favor? Aye. All right. Thank you. I thought what I'd do is summarize the changes. I just go through them. Uh there there are seven. Uh some of it's wordsmithing and there there's a there's a couple uh Good good changes. So I I thought I'd go through them and then we just discuss 'em one at a t one at a time or at your pl at your convenience. So the first one is a wordsmithing, so changing chairman and vice chairman to Chair. Uh the second one is the start times. So we've uh you know a lot of this came out of our retreat earlier in the year.
So there was a qu request to maybe look at the start times, but there was back and forth over over that. So we uh these minutes uh decide just to keep it the way it is, 730. Uh there was a movement to perhaps stop at a certain p point, t ten o'clock or midnight. Uh so there's no change to that. So we'll we'll keep going. Now the chair has a a an important uh say in this.
How did the committee summarize and discuss the seven proposed policy changes?
So w we can change those. Um So now uh time period for staff and applicant of presentations question only, with the commentary debate on the merits of the weaknesses of the case postponed until we have a We hear the public testimony. So Not a lot of changes to that, although the chair again has uh some control over that. The but the most controversial part was the videos. And if you remember we had a one of our meetings went rather late and we had a lot of videos. We had uh some wonderful videos from Portland, Oregon and other places. Uh I'm not sure how appropriate that is. So and I I think there are possible changes to that. Uh leaving it to the Chair's discretion. But one change that might be noted that we could make uh in addition to what's in these minutes is to make sure that the videos are submitted by each individual rather than one individual collecting twenty of those and submitting them together.
And I think that came from Commissioner Hancock, I believe. Uh so that that would be My preference to do uh let's see. Simplifying the requirements for what the minutes provide. So this is a Joe Cooper thing to to simplify that a little bit. We know we have videos so that the notion of uh uh collecting what everybody says and uh forcing the clerks to come up with that is probably not necessary anymore. And then the last one is limiting the reports and correspondence section to only the annual report. I'm not sure of the significance of that, but uh th that's uh that's a um procedural aspect. So Who would like to make some other changes or if you have any debate about that? Uh yes.
I'll start. Um I think first just to jump down to the m uh the minutes section, I think one of the issues that I've heard that this is seeking to resolve is that we were collecting the contact information, particularly addresses, as part of uh individuals who are signing up to testify. Um and those were becoming public as part of our minutes. Yet when we collect them otherwise, people who just show up to the Planning Commission and sign, those are typically uh not subject to um FOIO requests. And so this would align I think our practice of not asking for addresses when somebody shows up um to speak publicly and that those wouldn't then live uh addresses wouldn't live in our minutes in perpetuity online.
Um I had one just the uh question I think I appreciate I I'm generally aligned with all the changes that are here. Um On the changing from chairman to chair, which I hope that we can do, my understanding that that has been an issue in the board and that the Virginia statute says chairman, when I looked at the Virginia St statute related to the planning commission, it discussed chairman and vice chairman. So I don't know whether we've Ask that question, maybe I'll defer to Jill.
Um we have run this by the county attorney's office and um they uh were okay with with the change.
