Who's making the alarms? We'll start us off. Okay. Good evening, everyone. Welcome to the multiple, many policy plan meetings that we've convened in the past. And the good news is we're nearing the end of the first phase. And I wanted to just basically... Kind of orient us. This is in particular for those who are just tuning in from the public. The commission convened a public hearing on October 15th focused on the proposed update to the 40-year-old policy plan of the comprehensive plan. Following the public hearing, the commission approved a four-week deferral period for decision only to be made at our November 12th meeting. The four-week deferral was made in response to feedback the commission heard at the public hearing and in written testimony.
The volume and complexity of the policy plan itself and requests from the public for additional time to review and comment. This update is being accomplished in two phases. As I mentioned, we are currently finalizing phase one, recommendation to the board, and phase two will be undertaken in 2026. This workshop will have two key purposes for commissioners to hear from staff about the changes they Recommend be made to the September 10th 2025 draft based on comments received And to discuss potential changes individual commissioners might seek to amend the draft policy plan language with that Do we have minutes of We don't have minutes to approve tonight Thank you. With that, then I'll just turn to Ms.
Bebeck to start us off. And then commissioners, if you'll be ready, I'll just go around the table. If you have thoughts on possible amendments or specific amendments you do plan to make, please, this is the opportunity to put them on the table. It's for the benefit of all of us to hear that so we can anticipate when we have a decision only on November 12, but also for the public so we can have maximum transparency of potential changes. With that, Ms. Bebeck, welcome.
Thank you. Good evening, Chairman and members of the Planning Commission. I'm Corinne Bebeck with the Department of Planning and Development. And tonight we're here to provide an update on the staff proposed changes to the published policy plan draft text in response to the feedback that we've heard to date. I'm joined by Kelly Atkinson, also from DPD, as well as some of our topic leads, Michael Burton, Michelle Stahlhut, Salem Bush, Leah Niebauer, and Chris Caperton, also from DPD, and then Bob Pecora from FCDOT. The bulk of the feedback that we've received was related to the comprehensive plan overview, land use, and transportation elements. So that's really what our primary focus is today. And we've brought the appropriate topic leads here to help facilitate this discussion and answer questions.
Before we get into the proposed potential changes, we wanted to emphasize that this is our initial attempt to address the feedback that was received through comments, both written and verbal, as part of the public hearing process. These revisions are still being reviewed and discussed internally. Therefore, there could be additional changes prior to final publication. The goal of tonight is to present the potential revisions in response to what staff heard and our recommended changes to address that feedback. We're interested in the Planning Commission's thoughts and discussion ahead of finalizing any draft text revisions. There could be further changes after tonight that influence the final staff recommendation, including some grammar changes, formatting fixes, and wordsmithing as we continue to review and revise ahead of final publication.
Part of those changes could be a result of the Planning Commission's discussion and considerations tonight. Our focus is on the big changes that we are proposing to make and not minor modifications, such as changing shall to should. And we're focusing on the big things that we heard from the community and planning commission since the September 10th staff report was released. Please note that the slides are a bit text heavy.
