and throttling up production and throttling down production are done basically in a very particular manner what you don't want to have happen is you're throttling down production and you do it in a way that can actually do damage in the reservoir because oil and water will start to mix you can get pressure changes actually in the reserves etc and in certain kinds of fields shutting down production
can actually cause damage to capacity.

When Iran had an oil worker strike in 1978, November 78, they shut, the workers shut 80% of the country's production down very quickly.
It was a 5 million barrel day drop in production.
They were producing about 6.2.
And Iran at the time was 10% of world oil supply.
So they shut down very quickly.
And their reservoirs are these thick, low-pressure columns, which you don't usually ever want to throttle back production, much less shut it down without doing it along a particular way of shutting it down so you don't damage your reservoir.
Iran has never been able to get its production over 4 million a day.
And in fact, I think it took them 15 or 16 years to get to 4.
Because by disrupting production the way they did,
negatively affect the capacity so in the case of iraq and kuwait when they had to start shutting in production they didn't do it in the typically prescribed manner so the term that was discussed was they were disorderly shutdowns so you're like oh that is a problem for when they go to restart output we don't know what's going to happen to their capacity and in the case of
