But to be able to do that, they need to first be here.

So people who need to get protection need to come to Germany, need to come to Sweden, need to come to Italy first.

The reality is that we need a system in the world

that isn't as cruel as what we've had in the Mediterranean, 30,000 deaths, people crossing in 10 years, 30,000 deaths.

We need to have a system that doesn't encourage people to get into the water like in Ceuta and risk their lives for a pointless, they arrive, they will not get refugee status, they are not persecuted, they will not get any status.

We need to discourage irregular migration humanely.

And we need to then argue with the same force with which people now argue against.

There's this academic term, which is really a terrible distraction and a big reason for our confusion, externalization, which basically means any attempt to stop people coming here.

You know, some academics have said a visa regime is externalization because it prevents people reaching other countries.

Any form of cooperation, whether it's with a country we give them money to help refugees,

or whether it's we give them weapons to beat up refugees.

It's all externalization.

That term should be struck out of the debate.

We always need to cooperate with others externally.

The question is how we do it.

And if we open up legal routes, if we do what the Canadians have done for decades with political support, that refugees who are already identified as needing protection can come without risking their lives, families,

dissidents, women, children, in a legal, lawful way, build up resettlement again, which used to be very big in the past, decades ago, and stop irregular migration and say, our public, we have control.

This is where the human rights movement, the refugee rights movement, and centrist political parties need to go.

If we don't do that, if we don't come forward now with ideas,

and show that this is a more moral system and that control is a natural political necessity in democracies, we will lose everything.
