The RTM guide consists of two programs, the traffic calming and the tr uh the cut-through traffic.
The traffic calming focuses on addressing speeding concerns by evaluating existing traffic conditions and identifying the appropriate mitigation measures.
And the cut-through traffic looks at drivers who use a neighborhood as a shortcut, meaning that they enter and exit the community without having a destination or origin within it.
This particular graphic on the right illustrates that the types of traffic safety concerns that DT SI regularly receives, as well as the various sources of those concerns.
And typically these concerns are addressed through a three-pronged approach, uh education, enforcement, and engineering.
And since the board endorsed the RTM guide in 2019, which consists of two county programs, traffic calming and the cut-through traffic, VDOT has updated its neighborhood traffic programs and established new guidelines.
To ensure the county's RTM remains current and effective, we are updating it to better align with VDOT's latest program requirements and practices, while also enhancing service delivery and improving project management.
This particular slide here just expands on the prior slide and illustrates the types of signage that we use to address traffic safety concerns related to various traffic safety programs.
And before you, uh you have DTI, DTCI is proposing two amendments to the RTM guide for the board's consideration.
The first amendment would extend the ballot period from 30 days to 90 days.
This change will give community members more time to obtain the required level of support, particularly in larger neighborhoods where outreach can take longer.
The extended timeframe would also allow residents additional time to discuss the proposed safety improvements, ask questions, and organize any community engagement efforts needed to achieve the required ballot support.
The second proposed amendment would reduce the re-evaluation waiting period from five years to two years.
Currently, if a community is unable to obtain support from more than fifty percent of the residents within that ballot period, the traffic calming process ends and the community must wait five years before requesting another traffic calming initiative.
After reviewing the program, we recognize that the five year waiting period is excessive, particularly in cases where the traffic data documents ongoing speeding concerns.
So we are proposing to reduce the waiting period to two years, providing communities with an earlier opportunity to revisit the process and request a follow-up to review.
The final slide summarizes our staff recommendations.
So staff recommends that the board endorse the proposed amendments outlined in item 7 on the agenda, authorize the necessity editorial updates to the county's RTM guide, and apply the approved changes to current and future traffic going initiatives.
Current DTCI is reviewing the overall process and requirements of the RTM guide programs to ensure alignment with current VDI guidance and to further enhance service delivery and project.
