I mean, I'm not saying that everybody has a seat.

It's not everybody that doesn't have the opportunity or the mental acuity to do all of this.

But there could be more is what it comes down to.

It's not rational behavior in any way.

It's just they're doing it off the cuff and not really thinking things out.

So it's the incentive, the carrot versus the stick.

Yeah, I think that, again, it goes back to the fact that the federal system has so much more resources and more opportunity to do things.

These state-level systems, they don't have these programs.

And if they do, they're, like, you know, minute compared to what you're describing the RDAP program to be.

You know, it's nowhere that you're going to go through these phases and get kicked back.

You're going to have all these issues.

Because, as we know, the volume is in the state-level systems of inmates.

The federal system...

is probably a better system to be in if you want to avoid recidivism is what it comes down to.

Right.
