I am at the age where a lot of my friends are dealing with parents who are older and susceptible to getting scammed.

My mother, before she died, bless her soul, had a phase where she was sending way too much money to televangelists.

So I would say first order of business for this person who wrote the letter was

don't spiral because this happens frequently to lots of people and you aren't the first to deal with this.

And then two, I would say think about where your father will accept the most feedback and from whom.

A lot of times people don't want to hear the right thing to do from their kid because it's weird for a kid to exert authority or expertise over them.

So is there someone else involved in your father's life, family or friend who can do that for you?
