It's Monday, 20 July, Year of the Lord 2026. We're on the eve of the primary out in the great state of Arizona. I think it's on the 21st. I've asked Christina Bob to join us, working for Tom Fitton's group and doing great work over there. Judicial Watch, one of the finest... if not the finest pound-for-pound institution we have. Christina, the Guardian newspaper is literally in meltdown today. And the headline, Denver, if we can get it up, the headline is of the Guardian, Arizona's Republican elections brawl raises fears over midterms, denialism, and Trump, quote, the biggest threat is the president, quote, And the headline experts warn election doubts could bubble up again in November, despite truce in bitter power struggle.
No one knows Arizona, I think, as well as you. You've been involved. You've been involved there for for quite a while and really have done a great job in trying to fight for free and fair elections and to represent the president. You were one time the president's lawyer. What does this article mean? What is actually going on? And why is the Guardian, if the Guardian's in meltdown, that means we're winning, right?
So what's going on? Yeah, I mean, if you ever wanted to call a headline, a snowflake headline, that would be it. Yes, I mean, this brawl that they want to call it, technically the settlement is favors conservatives, but personally, I still don't think it's that great, but it is a win. So if folks remember, back in 2022, Stephen Richer was the Maricopa County recorder. He pretended to be the recorder in 2020, but he didn't get elected until 2021, but he still went and testified before Congress, ran the January 6th committee, and he was very anti-MAGA, anti-America First But he was a Republican. So come 2024, during his reelection cycle, conservatives went hard against him and put up an America First MAGA candidate, Justin Heap, to primary Stephen Richard to get him out because conservatives in the state hated him.
And Justin Heap won. Well, in the time period between Justin Heap taking office and Stephen Richard leaving office, the Maricopa County Board of Supervisors, which is four Republicans and one Democrat—I mean, this is done by Republicans— They actually changed Maricopa County election procedure to take all of the responsibility away from the recorder and give it to the board themselves. And so Justin Heap just had this mammoth victory, and suddenly he has no authority to do anything now. And so he sues. He sues and says, you know, you shouldn't have taken my authority away. And that lawsuit has been going on for a year and a half since the 2024 election. Just last week, I believe it was last week, they settled and he got a lot of his budget back.
He got about $20 million back for the election. He got a lot of the authority back, not all of it though. And that's the part where I go, yeah, it's a victory, but it's not as good of a victory as it could be. Because Justin, he doesn't have as much authority as the recorder did in 2020 or even as Richard did in 2022.
How did the Maricopa County recorder power get redistributed after the 2024 election?
So they ended up splitting the baby. And I can tell you the way they divided it is the recorder is going to handle voter registration, signature verification and early in-person voting. And then the board of supervisors is going to handle Election Day voting, tabulation of votes and emergency voting operations.
