What is the purpose and procedure of the Fairfax County Board of Zoning Appeals public meeting?

Unknown 1:54
Good morning. The July 22nd, 2026 meeting of the Fairfax County Board of Zoning Appeals will please come to order. Are there any matters to be presented by members? If not, I'll review our procedures for those of you who have not been here before. Once your case is called, please step up front to the microphone and I will ask anyone in the audience or anyone who wishes to speak to that particular case, stand, raise their right hand, face the clerk on your left and take an oath. Once that's done, the applicant will be asked to state their name and address for the record and whether or not they reaffirmed the affidavit as was previously submitted. The applicant will then be asked to have a seat in the front row while we get a report of the property and location from staff.
Unknown 2:52
Once we've heard the staff report, the applicant will have up to 10 minutes to give their justification for whatever it is they're seeking today. It's limited to 10 minutes because we do have these detailed staff reports which contain the justification in them, but the applicant should feel free to add to that if they would like to do so. I'll then check if there's anyone who wishes to speak to the particular matter. If you've not already signed up to speak, please do so again at the clerk's desk here on your left. Each individual speaker will have up to three minutes in which to speak. If you represent a citizen's association, you'll have up to five minutes. If there are any speakers in opposition, the applicant will be given five minutes rebuttal time.
Unknown 3:41
Once you have spoken, you may not do so again unless asked by a member of this board. With that said, we have a couple of items on the consent agenda to call before we go to the public hearing section of a portion of the program here today. Do members have... Wish to exclude any items from the consent agenda and move it to the regular discussion? If not, and unless objections, the consent agenda items are adopted by unanimous consent, and that would be approval of the June 10th, 2026, and June 23rd, 2026 minutes, and a deferral request for Jonathan Haney. Okay, the first item scheduled for public hearing today is the matter of Sean M. Jealous and Jessica A. Jealous in SP 2025-FR-00106. And everybody who wishes to speak to that,
Unknown 5:06
OK, so yeah, I see that the printed agenda is different than the one we have in the book. Does it matter? I don't know why that change was made.
Brian Krasner 5:21
I don't know either. I mean, either way, whatever the board wants to do, it's fine. It doesn't matter. We can go off the printed agenda, maybe. I don't know. But whatever you
Unknown 5:32
prefer. OK, we'll go off the printed agenda. Sorry, Ms. Josh. OK. OK. The first item that we're going to call this morning is Bryce A. Haddon and Christina L. Haddon, SP2026-FR-00033.
Unknown 6:01
Good morning. Good morning. If everybody who wishes to speak to this would stand, raise your right hand, face the clerk, and take an oath. Do you swear or affirm that your testimony will be the truth under penalty of the law? Yes. And, good, hi there. If you would please state your name and address for us.
Christina Haddon 6:22
Christina Haddon, 3117 Hatcher Street, Alexandria, Virginia.
Unknown 6:27
Okay, great.
Bryce Haddon 6:28
Bryce Haddon, 3117 Hatcher Street, Alexandria, Virginia.
Unknown 6:31
OK, thank you. Do you both reaffirm the affidavit previously submitted?
Bryce Haddon 6:36
Yes.
Unknown 6:36
Yes. Great. Just have a seat in the front row, and we'll hear from you once we've heard staff's report. Hi
Sharon Williams 6:42
there. Hello, and good morning, Madam Chairman, members of the board. My name is Sharon Williams, and I'm with the Department of Planning and Development. The applicants are requesting special permit approval to construct an attached one-car garage addition with a new living space above that would encroach into the western side setback as well as an error in building location to allow the existing shed to remain in the rear and west side setbacks. The property is 12,858 square feet. It's rectangularly shaped, and it's an interior lot located on the south side of Hatcher Drive and the Somerville Hill subdivision in Alexandria. The subject property and surrounding properties are zoned R3 and developed with single-family detached dwellings.
