What procedures does the Board follow to start a public hearing?
The May 6, 2026 meeting of the Fairfax County Board of Zoning Appeals will please come to order. Are there any matters to be presented by members? If not, I'll review our procedures for those of you who have not been here before. Once your case is called, if you would step up front to the microphone, and I'll ask anyone who wishes to speak to that particular case to stand, raise their right hand, and face the clerk to take an oath. Once that's done, the applicant will be asked to state their name and address for the record and whether or not they reaffirm the affidavit as was previously submitted. The applicant will then be asked to have a seat in the front row and listen while we get a location and report from staff.
Once we've heard the staff report, the applicant will have up to 10 minutes to give their justification for whatever it is they're seeking today. I emphasize up to 10 minutes because we have these detailed staff reports, which do contain the justification in them. But the applicant should feel free to add to that if they'd like to do so. I'll then check whether or not there's anyone who wishes to speak to the application. If you've not already signed up to speak with the clerk, please do so before your case is called at the desk here on the left. Each speaker will have three minutes in which to speak. If you represent a citizen's association, you will have up to five minutes. If there are any speakers in opposition, then the applicant or the applicant's agent will be given five minutes of rebuttal time.
And once you've spoken, you cannot come back to speak unless you're asked to do so by a member of this board. In order to conduct any business, we need a quorum, and our fourth member who will make our quorum is running behind. So we're going to just recess until, you know, for a few minutes until Mr. Amanoff gets here. But I just wanted to let everybody know that we are here and moving forward once he's here.

Good morning, members of the board. I'm Brandon McCadden from the Department of Planning and Development. The applicant possesses a state license to care for up to seven children at their home daycare in Springfield and requests approval to increase the number of children to 12.
