October 1st, 2025 meeting of the Fairfax County Board of Zoning Appeals will please come to order. Are there any matters to be presented by members this morning? If not, I'll review our procedures for those of you who have not been here before. Once your case is called, if you step up front to the microphone, and I'll ask that anyone wishing to speak to that particular case stand, raise your right hand, face the clerk here on your left to take an oath. Once that's done, the applicant will be asked to state their name and address for the record and affirm whether or not they reaffirmed the affidavit as previously submitted. The applicant will then be asked to have a seat in the front row while we get a location and report from staff.

Once we've heard the staff report, the applicant will have up to 10 minutes to give their justification for whatever it is they are seeking today. The limit is 10 minutes because we do have these detailed staff reports which contain the justification in them, but the applicant can feel free to add to that if they'd like to do so. I'll then ask if there is anyone who would like to speak to the particular application. If you've not already signed up to speak, please do so with the clerk at the desk at the end of this dais on your left. Each individual speaker will have up to three minutes in which to speak, except if you represent a citizens association, you will have up to five minutes. If there are any speakers in opposition, the applicant will have five minutes of rebuttal time.

Good morning, Madam Chairman and members of the board. I'm Brandon Lesko for the Department of Planning and Development. The applicant requests special permit approval to allow a home daycare facility with up to 12 children in their care. The 1,650-square-foot interior townhouse lot is located towards the end of King Edward Court off Jayhawk Street between Backlick Road and Ravensworth Road in Section 2 of the Royal Court subdivision in Annandale. Subject property and surrounding properties are zoned R12 and developed with townhouses built in the mid to late 1970s. The subject unit is a 1,475-square-foot, two-story single-family attached dwelling with a 479-square-foot wood deck and play area that is located at the rear, which isn't closed by a six-foot-tall wood fence.
