The September 17th, 2025 meeting of the Fairfax County Board of Zoning Appeals will please come to order. Are there any matters to be presented by members? I just want to introduce our newest member who's here, fulfilling past Vice Chairman Dante Tanner's spot, Sean Pfeiffer. So welcome him. Other than that, I'll go ahead and review our procedures for those of you who have not been here before. Once your case is called, please step up front to the microphone, and I'll ask anyone wishing to speak to that particular case to stand, raise their right hand, face the clerk, to take an oath. Once that's done, the applicant will be asked to state their name and address for the record and whether or not they reaffirm the affidavit as previously submitted.
The applicant will then be asked to have a seat in the front row while we get a location and report from staff. Once we've heard from staff, the applicant will have up to 10 minutes to give their justification for whatever it is they are seeking today. I emphasize up to 10 minutes because we do have these detailed staff reports which have the justification in them. But do feel free to add to that if you would like to do so. I'll then ask if there's anyone in the audience who would like to speak to the application. If you've not already signed up to speak, please do so with the clerk on your left. Each individual speaker will have up to three minutes in which to speak. If you represent a Citizens Association, you'll have up to five minutes.
If there are any speakers in opposition, the applicant will have five minutes of rebuttal time. And once you have spoken, you may not come back and do so unless asked by a member of this board. With that said, we have a couple of administrative items to address before we get to the public hearing portion of the agenda. We have Jason A. Dispenza, Brittany Dispenza, and Martha Kendall in ZAPL-2024-DR-00021, which has been withdrawn. Next, we have Lift Me Up, ZAPL-2025-DR-00012, which is being administratively moved to October 8th. I want to make sure that's 8, not 18. Yes, it's the 8th. Okay.
That is correct, Madam Chair. The Lift Me Up ZAPL 2025 DR0012 is an appeal of a notice of violation regarding a riding and boarding stable on the property. The appellants in this case have submitted a special permit application to come into compliance. As such, staff has been supportive of an administrative move. I would also note that staff is expecting a withdrawal of this application based on the special permit being received. Thank you. Thank you.
Okay, next we have Matab Sarvari and My Little Stars LLC and SP-2024-SU-00064 being administratively moved to November 19th, 2025.
That is correct, Madam Chair. Brent Krasner, Department of Planning and Development. Good morning. We're still working out some issues related to the septic field. And she's working with a soil engineer to satisfy the requirements of the Health Department. And it's taking more time. So at this point, we're targeting November 19. And we're hopeful it'll be ready by then. But it's really dependent on the Health Department approval. And so we'll know more as we get closer.
Thank you. OK. Okay. The next item we have today, which is also being withdrawn, is Michael Bruce and Sarah Bruce in SP-2025-DR-00010.
That is correct, Madam Chair. This applicant has withdrawn the special permit request. If you recall, this was an appeal and then a special permit. They're working with the county to voluntarily come into compliance with the ordinance. And so they've been working with Department of Code Compliance and the Zoning Administration Division and others. And so they decided that they no longer were going to pursue the special permit.
Okay, that's great. We always love compliance. Okay, so now we have next Ray Mohammadi and SP 2024-DR-00024 being administratively moved to the 15th of October, 2025.
That is correct. This was a situation where we needed to update the advertisement. It turned out, in addition to the area and location for an addition, there was also a deck that wasn't previously included.
