So I believe this is a very serious issue.
It's part of what I consider to be a troubling breakdown in civil conduct.
Noisy cars, road racing, uh retail theft.
So we have to fight back.
I get that.
I appreciate what CMPD is doing and intend to support what you're doing.
Uh I will just point out I have a concern somewhat along the lines uh of uh Councilmember
Owens, in that uh I would estimate that of the population of Charlotte, about 200,000 are below the age of 18, 17 and under.
About 60,000 round numbers are uh in the 13 to 17 bracket.
And how many of those are actually offenders?
How many of them are actually causing this problem, and how many others will be limited in their freedom?
Because we have to address this issue.
And in particular, I would highlight the fact that I think the offenders are the ones who are least likely to obey their parents.
Uh and so you have this strange situation where we're cracking down and the problem exists precisely with the people that won't uh listen to their parents, and then you have this um recourse to the parents in which they are exposed to penalties.
