Basically, conservatives want women to have, white women in particular, to have lots and lots of children, but to just sort of do it independently, not bother them for any reason, and be punished for it as well.

And I distinctly remember all of the campaigns around preventing teen pregnancy, about promoting safer sex, about using condoms and learning about birth control, et cetera.
