Hello, Lemon Nation. It's Monique Presley here for you again with the week with Monique. And what a week it's been. You've been hearing a lot, I'm sure, about what is going on with this budget showdown. Will Chuck or won't he? The horrendous actions that the Republicans are trying to take because they don't have the majority or the mandate to be able to get a budget on their own. and how they need the Senate Democrats in order to accomplish it. But here's what's been being largely ignored that I want to explain to you. First, if you've been hearing this word cloture and you're wondering, what is this about? What does it mean? Why is it important? Cloture simply means a vote to end debate. And in the United States Senate, you've got to have at least 60 senators who vote the same way in order to end debate on any given subject.
And then the next vote will be on the subject. So in order for the Senate to pass this continuing resolution, which is going to do horrendous things to this country for the next six months and put more power in the hands of Trump and Elon Musk, in order for the Senate to do that and mirror the vote that was in the House, First, there's gotta be this cloture vote, which is scheduled for today at 1 p.m. So by the time you hear from me, it will have already happened. I don't know what's gonna happen with the vote, but I'm gonna tell you what the stakes are. Once that cloture vote happens, if eight senators vote along with the GOP, then that will clear the way for them to, by simple majority, pass the CR or continuing resolution, which will give them the budget they want.
Here's the part that's being ignored. Have you ever heard of this place where Capitol Hill is, where the Supreme Court is, where the Department of Defense is, where the White House is, where all of the buildings of Congress are? It's called the District of Columbia, D.C., Residents, 712,000 plus people living there, working there, paying taxes there without representation because the District of Columbia is considered in the Constitution a territory and not a state, even though It is larger than two states, Wyoming and Vermont. And even though there's no population requirement to be a state in the nation. The District of Columbia with a population that includes over 40% black people, which includes 30% white people, which concludes the rest in other minority groups.

What this CR is going to do is take $1 billion out of the District of Columbia's budget halfway through its fiscal year. The District of Columbia has been operating off of a balanced budget. You think our federal government's ever heard of that? They've been operating off of a balanced budget that is now half a fiscal year through. So the CR that the GOP is calling for for inexplicable reasons, unnecessary reasons, unstated reasons, is cutting a billion dollars out of the District of Columbia's budget. Taking that money from the school system, emergency medical services like fire, EMS services, taking that money from other essential infrastructure services because they would have to make the cuts somewhere.
Mariel Bowser has been on the hill every day this week. She's been standing in front of the cameras and begging everywhere this week. But I'm guessing as you're hearing me, you probably don't know that there are children who are going to go to school and not have as many teachers because there have been cuts.

You probably don't know that fire and EMS services People who are employed, who live in Maryland, who live in Virginia, who live in the District of Columbia may end up losing their jobs, may end up being the victims of reductions in force or rifts because of this, this heist, this stealing of money from the District of Columbia. You might be asking yourself, how can this happen? Because you're living in Ohio and you know the federal government doesn't have the power to take half of Ohio's budget.
